The institutional backbone of the ecosystem
An Authority registers MCP Operators, collects a small ad valorem certification fee on every purchase order over Lightning, and issues Nostr-signed certificates proving an Operator paid before collecting a fare from a patron.
It also provides the persistence that stateless Operators depend on. An Operator running on ephemeral infrastructure needs somewhere to keep a ledger, and the Authority supplies it.
Regional and sub-regional Authorities are certified by this one, and a share of every fee cascades upward to the First Curator.
