Tollbooth Authority

The Prime Authority, and the institutional backbone of the ecosystem.

An Authority registers MCP Operators, collects a small ad valorem certification fee on every purchase order over Lightning, and issues Nostr-signed certificates proving an Operator paid before collecting a fare from a patron. It also provides the persistence that stateless Operators depend on — an Operator running on ephemeral infrastructure has nowhere to keep a ledger, and the Authority supplies it.

This one sits at the root of the Certification Chain. Regional and sub-regional Authorities are certified by it, and a share of every fee cascades upward to the First Curator.
