The same work, closer to home
The job is the job of any Authority: register Operators, issue Nostr-signed certificates on every purchase order, collect the ad valorem fee over Lightning, and hold the ledger that stateless Operators depend on.
What differs is jurisdiction. An Operator serving North American patrons can keep certification latency and audit trails in-region, where the patrons and the regulators already are.
That regionality is the point of the Certification Chain. Authorities form a graph of vouching, and an Operator chooses which one adopts it.
