Tollbooth Authority North America

A peer-level Authority certified by the Prime Authority, serving Operators whose patrons are in North America.

The work is the same as any Authority: register Operators, issue Nostr-signed certificates on every purchase order, collect the ad valorem fee over Lightning, and hold the ledger that stateless Operators cannot. What differs is jurisdiction. An Operator serving North American patrons can keep certification latency and audit trails in-region rather than routing them further than necessary.

That regionality is the point of the Certification Chain. Authorities are not a hierarchy of permission but a graph of vouching, and an Operator chooses which one to be adopted by.
